Why wasn't Burma integrated into India during the freedom from the Imperialist...

...Britain ? Burma was a part of British India before 1947.
When India gained independance in 1947, and Burma in 1948, with only a gap of some months in between them. Why wasn't Burma too integrated into India during that time ? We all know the conditions of Partition with Pakistan, but what was the issue with Burma ?
