Some criminals are overlooked.

What do you mean by criminal?

For instance, stealing the land people and people from land, while cloaking it with religious dogma, historical literiture, etc is criminal. To murder and rape indiscriminately to achieve these ends, is also criminal.

Only if you mean it will always be a part of his history.

However, some felonies are made entirely by mistake because "ignorance of the law is no excuse."

And the police have made mistakes, as well as prosecutors. Witnesses make mistakes.

And many who did commit crimes never commit another one.

No, it's not true. I do believe that a man can change and regenerate himself by strongly using his freewill to do good.
